Project Description

JVA completed a Wastewater Treatment Master Plan for the City of Ouray in December 2018. The Master Plan was a critical step in planning for the City’s sustainable future. With minimal improvements to the wastewater treatment facility over the previous decade, aging infrastructure, continued community growth, and increasing tourism highlighted the need for a long-term solution. The Master Plan evaluated current and projected wastewater flows, assessed the condition of existing infrastructure, and recommended a new mechanical wastewater treatment facility to meet the community’s current and future needs. Conceptual and detailed design of a new 0.47-million-gallon-per-day mechanical wastewater treatment facility began in late 2020. The completed facility replaced the City’s existing lagoons and included headworks screening and grit removal, moving bed biofilm reactor secondary treatment, dissolved air flotation for secondary clarification, ultraviolet disinfection, aerobic digestion, and mechanical dewatering. JVA assisted the City in securing approximately $18 million in project funding through low-interest State Revolving Fund financing and grant funding from the Colorado Department of Local Affairs. JVA also prepared and submitted a new discharge permit application for the facility and remained actively involved in the permit review and revisions throughout the project.
