Project Description

JVA provided permitting and design services for the construction of a new 0.995 MGD wastewater treatment plant owned and operated by Niwot Sanitation District. The project includes a new headworks with fine screening, grit removal, and influent pumping to a new anaerobic selector tank with an Orbal Oxidation Ditch, followed by secondary clarification and UV disinfection. Solids stabilization and handling improvements include new aerobic digesters and a screw press for sludge dewatering prior to contract hauling for land application. The new wastewater treatment plant replaces the District’s aging single-train BioLac system. JVA also assisted the District with evaluating SRF loan funding compared to revenue bond financing, obtaining a bond rating, and completing the bonding process with a municipal bond broker. These improvements will provide the District with a modern, reliable treatment facility designed to meet its long-term wastewater treatment needs.
